Some platforms can also widen the tiers over time: a caller is offered only to Tier 1 at first, and after a set number of seconds Tier 2 joins in. Where that feature exists it is often cleaner than a purely busy-based rule, because it caps how long a caller waits for a specialist before a generalist picks up.
When one agent belongs to several queues
A scheduler who also covers prescription refills, or a dispatcher who also takes sales calls, is normal. The member is simply listed in both queues, often at a different tier in each. What people miss is what happens when callers are waiting in both queues at the same moment. Depending on the platform, the agent may be offered the longest-waiting caller overall, the caller in whichever queue carries the higher queue-level weight, or simply whichever queue happened to poll first.
